Copying and movie frames is simple enough. You select the frame or frames you want to copy, right click, and click "Copy Frames". Flash's default keyboard shortcut for this is Ctrl + Alt + C unless you happen to take it upon yourself to remap the keyboard shortcut to something more suitable to you. You can change the keyboard shortcut by going to Edit > Keyboard Shortcuts > Edit > Timeline > Copy frames. To actually change the keyboard shortcut, select "Copy Frames", then click the + mark, and enter the keyboard shortcut you wish to change it to. After that, click change. Anything in that list of keyboard shortcuts or any keyboard shortcuts for that same action. If you want to get rid of one, select it and click the - button. This applies for all keyboard shortcuts. Then, to paste, right click on an existing frame, right click, and click "Paste Frames" (or Ctrl + Alt + V). The frame or frames will be pasted in that frame, pushing the frames on that particular layer out without affecting the timeline of the other layers.

Moving frames is also extremely easy. Simply select the frame or frames you want to move, and then click and drag them between or onto a frame. Simple as that.

You can also reverse frames. Select the frames you want to reverse, then right click on the frames you selected and chose "Reverse Frames". This is very useful when creating frame by frame loops.
